The “Low Carbon Ukraine” project is largely based on cooperation with local experts in Ukraine. In addition to the project partner “DiXi Group”, a Kyiv-based reputable think-tank aimed at research and consultations in energy, security and policy, the project receives support from a number of outstanding experts in the analysis of energy and climate issues and in the cooperation with policy makers and stakeholders.

DiXi Group, a local project partner of LCU project, works in the field of the energy sector, with solid knowledge of political economy issues and extensive experience in working with Ukrainian and international stakeholders including civil society organizations (CSOs), public authorities, and investors. The organization combines both professional analysis of performance and reforms in the specific sector and wider tasks – strengthening transparency and accessibility of energy policy, improved governance, cooperation of the government with the public and business.
Olena Pavlenko, PhD, is President of DiXi Group. She has worked in the energy sector for over 17 years, dealing with issues of energy security and transparency, oil and gas market liberalisation, EU-Ukraine-Russian energy relations and hydrocarbon development.
Anton Antonenko is Vice President and Co-Founder of the DiXi Group. He received his M.A. degree in Political Science from the National University of Kyiv-Mohyla Academy (Ukraine).
Roman Nitsovych is Research Director at Ukrainian DiXi Group, coordinating analysis of Ukrainian and European energy policy, organizing and holding public advocacy campaigns.

Dr. Bоhdan Serebrennikov
Dr. Bohdan Serebrennikov is manager of the analytical activity of DiXi Group. His activities focus on research of energy policy and markets, in particular transparency, competition, pricing, regulation and performance of the market, renewables and low-carbon development.
Anastasiia Synytsia has been working as a Project Assistant of the project “Low Carbon Ukraine” since September 2018.
Anastasiia Yermakova is communications and event manager of DiXi Group, responsible for communication and event coordination and media support. She has more than 9 years of experience in journalism, event management and communications in the energy sector.
Our Local Experts
Oleksii Mykhailenko is a leading expert in energy economics, electricity markets and renewable energy integration policies. He coordinates the LCU Task Force Kyiv team and facilitates communication with stakeholders.
Anastasia Vereshchynska joined the project's Task Force in 2020 as an analyst. Her activities focus on energy policies in Ukraine, in particular on the electricity market.
Vadym Mukha joined the project's Task Force in 2020 as an analyst. His activities focus on the electricity industry in Ukraine, particularly on electricity market and nuclear energy industry.
Kima Avetian joined the project's Task Force in 2020 as a project assistant. She holds a Master's degree in Political Science and Government from Taras Shevchenko National University of Kyiv.
