The project “Low Carbon Ukraine” is implemented by BE Berlin Economics GmbH. Since 2006, Berlin Economics has been advising high-level decision-makers in ministries and other national institutions in emerging and transitioning countries in Eastern Europe and Central Asia.
Robert Kirchner has been an authorized representative of Berlin Economics since 2007, he is the Deputy Director of the policy advice project and Coordinator of projects in Ukraine, including the project Low Carbon Ukraine.

Pavel Bilek has been working as a Senior Consultant in Energy and Climate Policy team since 2022.
Elena Budaragina has been working for Berlin Economics since April 2022 as project manager in the Low Carbon Ukraine project.
Rouven Stubbe joined Berlin Economics in 2021 and works as an Consultant in the Low Carbon Ukraine project.
Ilona Kaiser joined Berlin Economics in 2011, and is responsible for the financial accounting. Since 2019, she has been an authorized representative of Berlin Economics.
Dinara Saparova has been working as an Analyst in Berlin Economics’ Energy and Climate Policy team since September 2022.
Tommaso Ficara has been working for Berlin Economics since June 2022 as an analyst in Energy and Climate Policy for the German Economic Team (GET) founded by the German Ministry of Economics and Climate Protection (BMWK).

Alejandra joined Berlin Economics as Project Assistant in 2023.
Florian Hausner has been working as a working student in Berlin Economic´s Energy and Climate Policy team since April 2023.
She holds a Bachelors in Economics (Hons.) from University of Delhi in India and a Master of Public Policy from Hertie School.
After receiving a bachelor’s degree in economics from Albert Ludwigs University in Freiburg, Henriette Weser completed a Master of Science in Economics at Freie Universität Berlin with stays at Paris School of Economics and École Normale Supérieure in Paris.
